The game I used the Financier it felt broken and it wasn't because I was taking longer routes, it was because of the shorter routes as you mentioned...and halfway through that game I stopped using it because it felt wrong to keep doing so. I’ve argued a couple other places that the Financier should only let you replace one train card (for $2) and shouldn’t be usable on routes of length 1.
I would have added the following to the Errata
"The Player must still spend at least one card to complete the Route"
Spending the one card also makes sure that a Finaciered route matches the color of the rail bed, to get their bonus.
I would probably keep it at max 2 cards, but in a lower player count, 1 might be better.
