That could be better for players learning the game but would be a redundancy because, again, the fog tokens aren't listed has BEING fighters anywhere, not on the rules, not on the Invisible Man ability card, so their aren't fighters (you were the one that wrongly inferred that they were by taking two sentences in the rulebook and not reading them and interpreting them correctly), if they were fighters they would have to be listed as such in the rules and would be listed as sidekicks on the special ability card, and only fighters can be moved during Maneuver actions.
