Neither actually... ;)Whirlwind Assault is a special Ability.
Raelin gets to make her normal attack against any figure(s) adjacent to her, that you want to attack. For each attack you calculate dice modifiers individually.
P.s. Heroscape uses the term Special attack to denote, well, special attacks, that you make instead of your normal attacks.
