Yes, you do not need the extra 18 more investigators to actually play the game. But you do need a mountain of them if part of the fun is the process of spending a full hour of pre-game time by selecting a character from a tall stack of ID placards! My family are ex-D&D-ers and did appreciate having our own personally designed characters. Spending just one hour sorting through several dozen investigator choices is almost as fun and a far better use of our now limited gaming time than spending days doing character development with D&D.

The Elder Ones in the Unspeakable box don’t offer good gameplay value, though. Yog Sogoth is supposed to be too easy and I’ve heard mostly terrible things about Dagon. So is it $50 worth of gameplay if it’s not even worth playing them? That’s the difference in value between gameplay and whether they are collectibles.

Yog Sogoth is the easiest while Dagon is the most difficult of the original 5 DMD Elder Ones. They broaden the spectrum of choices at both ends of difficulty - Yog Sogoth for DMD intro gamers and Dagon for experienced DMD gamers who want to face a challenge so severe that demands a full team of 5 investigators. I have noticed that one rather particularly vocal Dagon detractor is a player who seems to want a quick easy game with only two investigators and does even not rate DMD as a top notch game, despite having logged dozens of plays!
