Quite a range of answers here.I'll agree with those that say that a lot of it depends on what your group is after.
If you like Risk but want a bit more and to get away from "the same basic game being replayed over and over," then Legacy is the answer. It just keeps reinventing the game around your group's choices, so that there is a dynamic aspect to it.
If you are never going to have the same people play again and really want a one-game Risk, then 2210 is clearly better.
But as many people have said there is also the question of time--2210 is longer, no question.
2210 does play, in a single game, with more of a epic feel. But if you get your friends hooked on Legacy, then the overall feel of the give and take of wins and changes and development of your own world is epic in its on way.

Oh, and we're on about game 24 in our world. The game kept getting better and we played well past 15, with lots of fun twists and turns. I'll admit that we don't play it as much now, but we have new games since Legacy that we're playing.
If I was to play Risk tonight, I'd choose Legacy first--if I had some/most of the same group who helped shape our world.
I'd choose 2210 first if I had people that understood Risk well already and we had time for a long game.
