I think that's a good answer. If you have a dedicated group of 4-5 players, who are committed to playing 15 times in a campaign, Risk Legacy is head and shoulders above Risk 2210. But if I didn't have that committed group, and wanted to have a Risk game handy for ad hoc games, I wouldn't choose Legacy.
Amongst the modern Risk variations, I'd say 2210 is a good choice, but not the only one. With 4 players I might choose Risk: The Lord of the Rings Trilogy Edition instead, and with 3 players, I'd definitely choose Risk: Star Wars Original Trilogy Edition.
