There are a few more options than that:

There is an event card that gives 2 action tokens to the current player. Unlike previous seasons, in season 0 you always have a minimum of 1 funding, so you can always add this card if you think you need it.
One of the Soviet roles has the ability to discard cards instead of scratching cover, so can eliminate the risk of being burned in the courtyard. You can also give anyone the ability to do this a limited number of times with the Suitcase Full of Money.
Anyone can accumulate action tokens across multiple turns by going to the archive room where you gain 1 action token for free (and then ending the turn). This is slow, and you still need an additional token from somewhere else on the winning turn, but this means you only NEED one additional source of actions.[/o]
Many of these require that you plan ahead at least a little bit--make the right choices during setup of that game, or maybe even buy the appropriate upgrades in previous games. But you can pretty easily calculate the minimum number of actions you're going to need based only on the objective instructions plus the site layout, and you've been doing similar (but less extreme) objectives for several previous months, so it's not likely to catch you off-guard.
If you were counting on an alias which then unexpectedly got burned mid-game, then yeah, you might be screwed. That's frustrating. But it's not a LOT different from getting an unlucky shuffle where you lose by incidents a little before you were going to win.
