as others said, the general idea is that if somebody only moves, they are drawing a lot of cards they have to discard then. but yes, sometimes, especially in late game and if they have card advantage, it can be used as a tactic.with Arthur, your best friend here is the Merlin card that lets you move every figher. Also, Arthur has a lot of cards that let him move as an after effect, these can be used to position Arthur in such places that will have good reach even if your enemy moves 2 times.
