You're using Stealthy correctly. It's really not all that powerful unless it's being paired with some means of dropping a lot of troops on the board at once as a sneak attack, though -- in the early game, it will allow one player to expand in several areas, but he'll have to do so very weakly, and it won't actually be faster than what any other player can do. If you found it that unbalancing right off the bat, I suggest you make sure that everyone's aware that there is no hard limit (other than 1 troop per territory) on how far you can expand in a single turn. Even then, though, the game makes no guarantee of inherent balance. If the Stealthy faction really is more powerful, then there should (1) be a race to get that faction and (2) be cooperation between the other players to counter it.

As for "this is not an expansion", some things will care about that. For example, one of Balkania's starting powers triggers if they expand into 4 territories. Stealthy's initial placement(s) does not count toward that 4, though any expansions from that placement(s) do count normally.
