I have a question about stealthy comeback power, we recently got it. Is this power available on every turn? So a player, at the beginning of his turn, would be able to place his troops almost anywhere on the map, however he wants? (on unmarked & unoccupied territories) We’re only 3 players so at the beginning of the game, the world map is almost empty, does this mean the player with this comeback power can expand all over the world as he pleases? We played a game with this power and it seems way to strong, that player has too much of an advantage by conquering territories that are far from everybody and sneaky up on weak territories whenever he wants. So I thought that maybe we weren’t using the comeback power correctly. Can someone clarify how this power works exactly?

Also, why do they clarify “This is not an expansion”, how does that affect the turn/player?

I really enjoy the game but this power up, being too strong, kind of ruined the last game.
